China's Regional Policy in S. East Asia and its Characteristics

Abstract:
After the mid 1990s, China began to pay attention to the idea of region and place her
strategic emphasis on East Asian regional cooperation. China’s increasing involvement
in regional multilateral institutions has in turn enhanced ASEAN’s political trust in
Beijing. However, China has not so far articulated a clear vision for East Asian
cooperation. There is no real regional integration at present in East Asia. China
strongly prefers low institutionalization in regional cooperation. This attitude will not
change fundamentally as long as the Taiwan Issue and the South China Sea disputes
are not resolved. China’s policies toward East Asia can be characterized by national
interest driven, great power mentality and moralism. China needs to cure her past
victimhood mentality and reconcile her self-identity with the expectations of others.
China has to learn to be more confident and to enhance her economic strength and
soft power. She can learn to understand and negotiate the misgivings other countries
have against her. China needs to consider how to cooperate with the US and Japan to
maximize the common interest in the region.......
