Siphal MEY is not a scholar or a shadow scholar, but due to his love for his country he has written many articles about Cambodia’s political contemporary history.

- High ranking member of Forces Armées Nationales Khmères. (1974)
- Education in US: US Command and GeneralStaffCollege, LeavenworthKansas (1974)
- Post graduate in Economics and Management, France.
